HAWKEYE HOOKSETTER, INC. CONSTITUTION AND BY-LAWS

ARTICLE 1:  NAME AND PURPOSE

 

·         Section 1:  Name
This organization shall be known as the Hawkeye Hooksetter, Inc.

 

·         Section 2:  Purpose
To enhance and stimulate public awareness in the sport of game fishing. To offer the State of Iowa Conservation Commission our organized support and encouragement. To improve our skills in game fishing through fellowship and friendly exchange of fish catching techniques and ideas, and to promote and encourage fishing as a respected recreation.

 

ARTICLE 2:  MEMBERSHIP

 

·         Section 1:  Requirements For Membership
To be a member, a person shall fill out and file a membership sheet prior to any competition or Hawkeye Hook-setter activity.

 

·         Section 2:  Membership Dues
The annual dues shall be $20.00 payable no later than the third Tuesday in January each year. New members may pay the annual dues of $20.00 upon filing the completed membership sheet.

 

ARTICLE 3:  OFFICERS, ELECTIONS AND VACANCIES

 

·         Section 1:  Officers and Their Duties
(a)  PRESIDENT:  Preside over all meetings and direct all official business. Be Chairperson of the          Rules Committee. Appoint and assist with all committee functions.

 

(b)  VICE-PRESIDENT:  Act as Tournament Chairperson. Assist the President in his/her duties and       preside in the absence of the President.

 

(c)  TREASURER:  Maintain accurate financial records and report at each meeting. Responsible for       the ordering and sale of all promotional items. Receive and deposit moneys from all club       tournaments and fund raisers.

 

      (d)  SECRETARY:  Take roll call and maintain accurate minutes of all meetings. Handle club     correspondence and pick up the mail. Maintain membership list for the Executive Board.

 

·         Section 2:  Elections
The nomination of officers shall be held annually at a regular meeting during the month of January. Election shall be conducted by way of mail out ballots. Election for each officer shall be in the order listed in Article 3.

 

·         Section 3:  Eligibility to Vote
Each member is entitled to one vote. Proxy votes are not permitted.

 

·         Section 4:  Term of Office

Term of office is for one year, which will begin March 1 and end the last day of February, or until the successor assumes office. The original slate of officers shall serve until the last meeting day of the following March.


 

·         Section 5:  Vacancies

In the event of an office becoming vacant the Executive Board may nominate a person to fill the vacancy for the remainder of the term of office. The approval of the majority of members present at the next regular scheduled meeting will be asked.

 

·         Section 6:  Eligibility for Holding Office

 

(a)  Have been a member for six months.

      (b)  Have shown an active interest in organization functions.

 

ARTICLE 4:  COMMITTEES

 

·         Section 1:  Banquet Committee
Committee shall be made up of no less than four members: President’s assistance, Chairperson, and two committee members.

 

(a)  Committee appointment made by the President.

(b)  Committee to establish program, menu, banquet site, price setting, and inform the Executive           Board of all expected expenditures.

c)  Committee to make available trophies and awards to be presented by the President.

(d)  Inform membership of time, date, site, and price.

(e)  Make all expenditures available for payment by the Treasurer.

 

·         Section 2:  Tournament Committee

Vice-President shall make committee appointments and be chairperson. The committee shall be made up of sixteen members for a term of one year. Two committee members are to be available at each tournament for establishing starting positions, making available all special rules, boat inspections, scale operation, recording entries, and conducting award presentations.

 

·         Section 3:  Rules Committee

Appointment will be made by the President. Secretary will be chairperson assisted by two committee members. Committee responsibilities include having State, Federal, and local fishing rules and regulations available at each tournament.. Must  be knowledgeable of the Hawkeye Hook-setter rules and regulations including definition when necessarily, and document all rule changes when this membership meeting is held. Term of committee members will be one year.

 

·         Section 4:  Newsletter Committee

President will make committee appointments. Secretary will be chairperson assisted by committee members. Committee responsibilities include gathering material for the newsletter, printing the newsletter, and mailing the newsletter to each member.

 

·         Section 5:  Special Projects Committee

Appointed members along with the President will make up this committee. The Chairperson will be derived by a simple majority vote of the committee members. The committee will be responsible for road cleanup activities, making arrangements for sport shows, picnics, arranging group activities for those outside the Hawkeye Hook-setter organization, and any added activities which requires special attention. The term for committee members will be one year.

 

·         Section 6:  Other Committees

The President will appoint any other committees during his/her term of office as may be fit. Term for the additional committee members will be one year.


ARTICLE 5:  METHOD OF AMENDING THE CONSTITUTION AND BY-LAWS

 

·         The constitution may be amended at any regular meeting by a simple majority of members present provided notice of the proposed amendment has been presented to the membership at least one regular meeting prior to the vote. Notice of proposed amendment must be submitted in writing.

 

ARTICLE 6:  REMOVAL OF MEMBERSHIP

 

·         A members shall be dropped from the membership role for the following:

(a)  Upon formal written complaint, any action which would reflect dishonor and disgrace on this             organization shall be dealt with in the following manner.

      (1)  The first occurrence shall result in a verbal warning.

      (2)  The second occurrence shall result in a six month suspension.

      (3)  The third occurrence shall result in expulsion from the club.

 

     (b)  Voluntary resignation from the organization.
