RULE
2: PARTICIPANTS AND ELIGIBILITY
Participation is open to all members in
good standing with the Hawkeye Hooksetters, Inc. Any and all minor members
under age 16 will be required to fish with a parent or guardian during any
tournament.
RULE
3: REGISTRATION
Each competitor will register and pay
an entry fee of $20.00[MSOffice1] per tournament. Registration can be made during the
membership meeting held prior to the tournament date, or you can contact an
officer or Executive Board member prior to the tournament you plan to attend.
If you have signed up for a tournament, you must notify the Vice-President or
another board member no later than the Wednesday prior to the tournament to receive a refund of your entry fee. After
Wednesday, in the case of a no show the entry fee will be forfeited.

4: PAIRING OF CONTESTANTS
All tournament boats may carry 1, 2, or

5: BOAT OPERATION AND EXPENSES
It is recommended that all expenses be
discussed and agreed upon prior to the tournament, with all expenses being
shared equally being the rule of thumb. A discussion should be held between
partners prior to departure on a tournament. This discussion should include
boat operation and must permit both fishermen equal time to fish his or her
selected waters for 1/2 the day.

6: SPORTSMANSHIP

7. SAFETY
Safe boating conduct must be observed
at all times by competitors. Each competitor must wear a Coast Guard approved
floatation device when the combustion engine is operating above idle speeds.
Idle speed will be defined as no wake. State regulations prevail at all times.
This preserver must be securely fastened.

8: BASIC BOAT EQUIPMENT
Every boat must have all required Coast
Guard equipment on board and in good working order. A member of the Tournament
Committee, in a common sense manner, will be permitted to check each or any
boat the Tournament Committee selects prior to the start of any tournament. All
boats must be equipped with a working, aerated livewell as mandated by state
tournament regulations.

9: KILL SWITCH
On any boat equipped with a kill
switch, it must be operational and attached to the operator whenever the
combustion motor is operating above idle speed. Idle speed will be defined as
no-wake. A “grandfather clause” will allow boats not currently equipped with a
kill switch to participate in club events without a kill switch.

10: HORSEPOWER REGULATIONS
Maximum horsepower for all outboard
motor boats used during tournament competition must not exceed the horsepower
limitations currently set forth by the U.S. Coast Guard rating plate mounted in
plain view by the manufacturer. Any boat manufactured prior to

11: TOURNAMENT SELECTION AND WEIGH-IN
The Executive Board will designate
tournament water, tournament hours, entry ramp, weigh-in time, and weigh-in location
prior to all tournaments. A list with this information will be made available
to each member. The tournament schedule for the upcoming year shall be set and
permits applied for in November.

12: WEIGH MASTERS
Weigh ins shall be conducted by weigh
masters drawn from the list of tournament participants signed up. Participants
will be eligible for the draw only once during the regular tournament season.
If the weigh masters drawn do not show up for the tournament, they will be
placed back in the draw for another tournament and the officers or board
members will do the weigh in.

13: STARTING PROCEDURE
Start positions will be drawn for
competitors signed up at the meeting prior to any tournament. The last boat
drawn will be the start boat. Any competitors signing at the tournament site
will start last after the start boat. All boats will idle past the starting
point in single file for a legal start. Any illegal starts will be disqualified
for that days catch. All special instructions will be communicated before the
start of the tournament.
Before the start of any tournament, a
live well check may be done for any boat entered. The tournament weigh masters
or a club officer may conduct the check prior to the start of the days fishing.

15: PERMITTED FISHING LOCATION
Fishing tournament water is permitted
anywhere except within 50 yards of another contestants boat, anchored or
trolling without permission of all contestants in the anchored or trolling boat.
All tournament angling must be done from the boat. Only the ramp designated by
the Executive Board may be used for each tournament.

16: TACKLE AND EQUIPMENT
Artificial lures, live bait, and
prepared bait are permitted during any tournament. No more than two lines may
be in the water at any given time per angler. All fish must be caught alive in
a legal sporting manner.

17: SCORING
Regular tournament scoring:

Length limit shall be determined by DNR regulations

The
"Classic" will be limited to Black Bass competition only, with a length
limit of 15".
These fish length limits make up the
categories at any regular season tournament. Length limits are subject to
Federal or State regulations allowed on tournament waters. It is the
responsibility of each contestant to know the rules and regulations, including
length limits during any tournament.

18: CREEL LIMITS
In the Crappie/Bluegill and White Bass
categories, there shall be a limit of 15 fish per person per weigh in.
Contestants are responsible for the count. Any fish over the 15 limit will
disqualify the weight for that category at that weigh in.

19: SHORT FISH PENALTY
If a member(s) is weighing in their
catch and it is found they have a short fish (illegal size) that has been
weighed, all parties in the boat shall be disqualified from that category for
the day.

20: DEAD FISH PENALTY
All qualifying fish being brought to
the scale must be in a container of water to sustain them. All qualifying fish
are expected to be alive at the time of weigh-in. Crappie, Bluegill, White
Bass, and Catfish are exempt from this rule due to the fact they tend to die
more easily. All other species will be assessed a .13 lb. per pound penalty for
EACH dead fish entered. If using a pound/ounce scale, the penalty will be 2
ounces, per pound, per fish. The Hawkeye Hook-Setters organization endorses the
Catch and Release policy; with the option each fisherman has the right to keep
any fish within the Federal and State regulations during any competition for
self-possession unless restricted by the tournament permit.

21: EARLY WEIGH-IN
Competitors who are not at the weigh-in
site at the end of the tournament day must make arrangements with a Tournament
Committee member for a proposed weigh-in time prior to the start of any
tournament.

22: LATE PENALTY
Competitors who are not at the weigh-in
site at the end of the tournament day shall be disqualified for that day. This
includes any and all fish.
When multiple weigh-ins are held, the
weigh master(s) conducting the weigh-in will be available ten minutes before
the set time, and for ten minutes following the weigh-in.

24: BOAT BREAKDOWN
In case of a boat breakdown, one
partner from the disabled craft must be present at weigh-in expressing the situation
to a Tournament Committee member to remain eligible until the disabled craft is
available and the entries weighed.

25: PAY BACK FOR REGULAR SEASON

26: POINTS AWARDED FOR PARTICIPATING IN
CLUB FUNCTIONS
5 pts for attending each monthly
meeting from January to October.
5 pts. For a
tournament fished.
10 pts. for 1st
place – awarded to each contestant in the boat. 1st place is for heaviest
stringer in the category.
5 pts. for 2nd place – awarded to individual contestant who caught
the fish. 2nd place is for
heaviest fish in a category.
2 pts. For weighing a fish in a
category – awarded to individual contestant who caught the fish
5 pts. For helping with road cleanup.
5 pts. For attending the Tanager Kids
fishing day.

27: THE
The Hawkeye
Hooksetter Classic is limited to Black Bass competition only. To be eligible
for "Classic" competition, each contestant must have placed 1st or
2nd in any fish category during a regular season tournament or placed during
the preceding years "Classic". Boat pairing and starting sequence
will be decided by draw. No one can show up the morning of the “Classic” to
fish if they have not been at the meeting or paid their entry fees prior to the
pairing of partners at the meeting. It is the member’s responsibility to sign
up before then, or they will not be eligible to fish.
Each
participating competitor will pay a $10.00 entry fee and be issued a Boat or No
Boat status before the drawing. Boat qualifiers will be paired with No Boat
qualifiers. The Executive Board will make final decisions in the event of an
odd number of contestants or more No Boat entries. It is the responsibility of
each contestant to know the rules and regulations including length limits on
the "Classic" tournament waters.

28: MEASURING
AND WEIGHING OF BASS
Weigh masters for the Hawkeye
Hooksetter Classic will consist of the officers and Executive Board members.
All bass being brought to the scale must be measured by a weigh master prior to
being weighed.

30:
Material prizes will be awarded to
those individuals placing one through four in the “Classic” tournament. The dollar
amount spent on these prizes will be left to the discretion of the officers and
executive board

31: OFFICIAL PROTEST PROCEDURE
A written protest must be turned into a
Tournament Committee member within thirty (30) minutes of the official ending
time, on the same tournament day as the violation under protest occurred.
